Will 'Red Hood' or 'Deathstroke' Come to Starling City?!

Yesterday Bleeding Cool's source dropped some major DC TV Show scoops. The source also gave us a cryptic message that is suppose to hint to other possible heroes (or villains) that may show up in Starling City!
    "Born on a Monday..."
    Someone else survived the island.
    Amanda makes an offer.
A better use for that clocktower.
What is the question you should have asked?
Ollie is not the first vigilante.
    Not all hoods are green.
    A blank expression.
    "Archer"
    "Rise"

Born on  a Monday - Solomon Grundy has been confirmed already
Someone else survived the island - Maun Bennet's Slade Wilson/Deathstroke maybe?
Amanda makes an offer- Obviously Amanda Waller and A.R.G.U.S
A better use of the Clock Tower - Referring to the clock tower that Black Canary used as a hideout
What is the question you shoiuld have asked? - Not sure at this moment
Ollie is not the first Vigilante - Anyone's Guess; More heroes obviously
Not all hoods are Green - Red Hood?
A Blank Expression - The Question Vigilante
    Archer
    Rise

If the use of Red Hood gets confirmed this means the Bat Family is no longer off limits to DC Television. Could this also mean Nightwing may be the another vigilante that shows up in Starling City? Actor Steven McQueen (The Vampire Dairies) has been hinting at it for weeks.

Arrow premieres every Wednesday night on The CW
