Is this why 'Sandman' & 'Justice League: Dark' wasn't on the DC Slate?

Last week DC announced a bombshell of news regarding their upcoming DC slate of films through 2020. They officially announced films like Justice League Part 1 & 2, Wonder Woman, Aquaman, The Flash and Suicide Squad. But many were wondering where Joseph Gordan-Levitt's upcoming Sandman adaption was? Well now the creator of Sandman Neil Gaiman has revealed that it's because a "Vertigo Slate" has yet to be announced?!
"[Sandman's] not a DC Comics film. It’s a Vertigo film. That’s a different slate of films, and a different announcement."
Now if their is indeed a "slate" of Vertigo movies who have yet to be announced this could explain where Guillermo del Toro's Justice League: Dark is. Because most of the characters for the most part lived within the "Vertigo" universe until the New 52.  It's also possible the Vertigo universe will be it's own cinematic universe in which Sandman and John Constantine can live....
